Morgan Shields, PhD is a health services and policy researcher, working in the Department of Psychiatry’s Center for Mental Health through a NIMH T32 postdoctoral fellowship. She has focused primarily on quality and accountability of inpatient psychiatry. For her dissertation, Dr. Shields examined the effect of a national public reporting program for inpatient psychiatric facilities on targeted and non-targeted safety. Dr. Shields has a MSc in public health from the Harvard T.H. Chan School of Public Health and was a Harvard Kennedy School Rappaport Fellow in 2017, during which she worked at the Massachusetts statehouse. Her research has had an impact at the Veteran’s Health Administration and also led to a revised critical incident monitoring system at the Massachusetts Department of Mental Health. Dr. Shields has published in outlets such as Health AffairsMedical Care, and Psychiatric Services.
